What is the difference between cigarettes and mini cigars?

Cigars usually aren't filtered, and they are completely made up of tobacco leaves, outside and inside.
there's not much difference between the two, besides the label & how much the government taxes them. There's a cigarette company (i forget their name) who sells cigarettes for 99 cents a pack by calling them little cigars.
